City of Burlington

Donna Kell is a public relations practitioner with more than 10 years of experience in corporate communications, public affairs, media relations and marketing communication.

A former journalist and managing editor, Donna is Manager of Public Affairs for the City of Burlington, previously holding positions in both the private and public sector. She contributed significantly to the receipt of professional public relations awards for client groups that include Brampton Fire and Emergency Services and the Waste Management division of the Region of Peel.

Donna teaches public relations writing in the Continuing Education program with McMaster University. She received her formal education from the University of Toronto for an undergraduate degree in English, from Sheridan College for a diploma in print journalism and from Ryerson University for a certificate in Public Relations, winning an award of excellence for academic performance.

Donna shared communication leadership with Brampton emergency response representatives on a citywide public education partnership aimed at changing driver and pedestrian behaviour called “Road Safety Starts with You.” She partnered with the City of Toronto and other GTA municipalities to develop and implement communication planning for the “It Won’t Kill You to Stop” red light camera pilot program.
